Proposed Rule Book Updates Announced

MFT Full LogoThe following proposed rule changes have been approved by the board to be published for MFTHBA member feedback.  Final approval will be voted on by the MFTHBA Board of Directors during the December Board Meeting.  If approved in December, changes will become effective January 1.

The first four proposed changes were voted on by the MFTHBA Board of Directors earlier this year.  The remaining proposed changes were voted on at the October Board Meeting.

Proposed Rule Changes       PDF Format

Change: Page 74 #4 Senior Status- Omit #4 and renumber 5 to 4. “Senior Status: Senior exhibitors may hold either Amateur or Professional status, and be 62 or older as of January I of the then current year.”

Purpose of change: This change removes the age designation on the Senior Citizens class; allowing show managers to select an age that is most appropriate for their exhibitors. The qualification age will be clearly listed on the show bill.

 

Change: Page 86 #2,Omit from second sentence to end of paragraph. “Additionally, in championship classes, judge or show management will have the option of evaluating the first place horses from the qualifying classes against each other and tying one as first, then moving the next highest horse up for evaluation for second place, etc. This concept is used to underscore the necessity of correct placements in preliminary classes, and inasmuch as conformation does not alter between a preliminary and championship class, it gives credence to placement of the best horses.”

Purpose of change: Preliminary class placing should not impact future class placings. Removal eliminates any guidelines instructing judges to consider previous classes when judging model horses.

 

Change: Page 57 Section 2: B-10 add: If the pool system of judging is used in the future, the 13 month rule will not apply for the shows. If the pool system is not used at the Spring Show or Celebration the 13 month judging rule will be in effect.

Purpose of change: Clarification of the MFTHBA policy on hiring judges for the two MFTHBA sponsored show. Clarification addressing how the rule will be applied based on the judge selection process used.

 

Change: Page 55 Section B-2 add: If a judge’s card lapses for more than 12 months, the judge must attend a judges training seminar and pass a test prior to re-issuing the card.

Purpose of change: Clarification on the MFTHBA policy for issuing cards when the judge has allowed their card to lapse.

 

Change: Page 92 Section B-2 change from: Must compete in 4 of the 5 versatility categories.

Change to: Must compete in all versatility categories.

Purpose of change: There are only 3 Versatility categories.

 

Section 200 Rules for Registration: Page 45 Section 9-B -1 DNA Required add: Geldings previously registered in the MFTHBA are not required to be DNA tested but will meet all other pony requirements.

Purpose of change: Geldings registered as MFTHBA horses are not required to be DNA tested.

 

Change: Page 83 7-D add: This includes all special needs riders.

 

New Rule: Section 700; Out Of State: Exhibitor must live outside of the state of Missouri and maintain an out of state address . Horse exhibited must be owned by a member defined as out of state and transfer of ownership must be recorded by March 1 of year horse is to be shown.

 

Page 78 E-4 Remove: The word preliminary in reference to youth classes.

Purpose of change: Conflicts with page 83, 7-d

 

Page 81 New Rule: Amateur Owned No Professional Training within 90 Days classes.

  1. a) These classes prohibit entries for horses that have received professional training within 90 days. Professional training shall include warming up or riding the horse, coaching, or giving instructions by a professional on the show grounds.

 

Change: Page 74, Section 2 C-4 (a & b) Replace with: Novice Status, A novice rider or novice horse class is open to riders and horses that have never won a blue ribbon in performance class at either of the two national shows at Ava, MO. A novice exhibitor or novice horse class is open to exhibitors and horses that have never won a blue ribbon in Model Class at either two national shows at Ava, MO. (Exception: a winner in the equitation of showmanship division will be eligible to show in novice class at the two national shows at Ava, MO. Also a winner of the Model Novice class is still eligible for performance novice class and vice versa). Should a rider or horse win a blue ribbon in a class during the show, they are still eligible to compete in the novice division for the remainder of the show.

 

Change: Page 82, Section 4. F-6 (d). change to: Exclusions: Once an exhibitor has won a blue ribbon at either of the two National shows at Ava, MO, then the exhibitor is not eligible to show in the novice division. Also a winner of the model novice class is still eligible to show in the performance novice class and vice versa.

 

Change: Page 81, 4 (a & b) . Change to: Open Amateur Limited Exhibitor Division Classes:

  • Horse Ownership: Change to: There is no restriction as to ownership of the horse except that it must be owned by a person or entity holding a current MFTHBA
  • Exhibitor: Replace from third sentence down: Exhibitor may not have won a WGC or RWGC or a first or second place in any class at either of the two national shows at Ava in the last 5 years. Excluding novice and youth divisions. Youth who have won any non-youth performance classes are not eligible to show in this division.
